Exuberance marked the fifth edition of Digital India Awards, which are biennial. These awards acknowledge exemplary and innovative initiatives of various government entities in the realm of Digital governance.
The award ceremony was held on 22nd February 2019 at Stein Auditorium, India Habitat Centre, New Delhi - 110003.
Hon'ble Minister of Electronics & Information Technology, Law and Justice, Shri Ravi Shankar Prasad felicitated the winners.
Thirty Five awards were given under different categories. The Hon'ble Minister later released the awards compendium containing details about the award winning initiatives.
Three Awards - Platinum Icon, Gold Icon and Silver Icon have been conferred in eight categories. Additionally, Two Jury Choice and Four Special Mention awards have also been conferred.

Web Ratna - MINISTRY / DEPT.
The Award shall felicitate a Ministry or Department of the Government of India which has a comprehensive web presence and display the level of accountability in terms of quantity, quality, spectrum of coverage, integration with electronic authentication and digital payments . Level of convenience provided to the citizen for availing the services, usability,accessibility and citizen engagement for decision making would also be assessed.
Note: Nomination is expected from each Web Information Manager; nevertheless, other Ministries/Departments may also be evaluated.
Web Ratna - STATE / UT
The Award aims to acknowledge the State/UT of India for displaying exemplary initiative in establishing comprehensive web presence and display the level of accountability in terms of quantity, quality, spectrum of coverage, integration with electronic authentication and digital payments . Level of convenience provided to the citizen for availing the services, usability, accessibility and citizen engagement for decision making would also be assessed.
Note: Nomination is expected from each Web Information Manager; nevertheless, other States/UTs may also be evaluated. Special Award would be conferred to the participating North East States.
Web Ratna District
To reward the accomplishments of the District administration which has displayed exemplary focus on providing comprehensive information to the citizens. Entries must display the level of convenience provided to the citizen for availing the information in terms of accessibility, quality and spectrum of coverage highlighting the important facets of the districts in terms of tourism, art, culture, handicraft and access to utilities .
Note: Special Award would be conferred to the participating North East Districts.
Outstanding Digital initiative by Local body
The Award aims to felicitate outstanding Local Body initiative with a focus on providing exemplary information quality, extent of services provisioning by assessing the service maturity level, service catalogue, transparency, cost effectiveness and efficiency enhancement in terms of service delivery. The entries would also be assessed on the level of convenience or empowerment provided to the citizen through the initiative. Integration with electronic authentication and digital payments features will also be assessed.
Exemplary Online Service
The Award shall facilitate those ICT based services by a Government Department (Central/State) which have displayed exemplary citizen focus, reach, scope and innovation in approach. The service should have effectively contributed to enhancement in efficiency, productivity as well as in imparting transparency and accountability in the governance process. The entries should display extent of service maturity, and the convenience provided to the citizen for availing the services. Extent of integration with electronic authentication, digital payments and digi locker will be evaluated. Citizen participation for decision making is desirable.
Best Mobile App
India is going mobile. More people today are accessing the internet on their phone than ever before. The Award aims to honour the Best Mobile App launched by a Government entity. Nominated app should have well designed and intuitive mobile interface. The entry should also display ease of use and personalisation features. Usability, content organisation and availability on multiple platforms will be considered. Back end dashboards and analytics functionality are desirable.
Open Data Champion
Open Data Championship Award is to acknowledge the Ministries/Departments/Organizations/States for proactive, timely and regular release of datasets/resources through Web Services/APIs on the Open Government Data (OGD) Platform (https://data.gov.in) in compliance with the National Data Sharing and Accessibility Policy (NDSAP). The selection criteria primarily focuses on overall release of datasets/resources through Web Services/APIs and consumption by public at large apart from views, downloads, usability, etc. Potential usage of such datasets/resources for Open Data for Innovations would be an added advantage.
Note: Nomination is expected from Chief Data Officers; nevertheless, other Ministries/ Depts./ Organizations/ States may also be evaluated.

The award honours those digital initiatives that have made exemplary use of emerging technologies in the field of Artificial Intelligence, Machine Learning, Natural Language Processing, Virtual Reality, BlockChain, Internet of things, Voice user interface or Big Data & Analytics. The initiative must be successfully running and should have reached a substantial level of implementation at the time of filing the nomination.

- Silver Icon :Crop Area Estimation and Loss Assessment for the state of Gujarat
Jury choice awards are conferred on those nominations that have made outstanding contributions in their respective fields, and have achieved the scale and maturity to be regarded as well established flagship initiatives
Special Mention Awards have been given to those nominations from the North East in the Web Ratna State and District categories, and noteworthy entries across all categories who have done exemplary work in executing their digital initiatives.
