The Government of India has been bracing for innovation and transformation in delivery of information/services with adoption of best ICT practices. Almost every Government department is trying to make services accessible and integrated to citizens. It's time to recognize these e-governance initiatives. The Web Ratna Awards, constituted by the Ministry of Electronics and Information Technology, acknowledges exemplary initiatives/practices of various states/UTs in the realm of e-governance.

Today, citizens can explore diverse services with a few clicks of mouse. A number of e-Governance initiatives have been undertaken by the State Governments and Central Ministries on a continuous basis to improve the delivery and accessibility of public services. The National Portal of India provides an ideal front-end for these initiatives as it is a single window access to information and services being provided by the various Indian Government entities. In order to promote more innovative e-governance initiatives, the Web Ratna Awards have been instituted under the ambit of the National Portal of India. The awards also aim to spread awareness about such initiatives.

Enthusiasm marked the third season of Web Ratna Awards, an initiative to acknowledge the exemplary initiatives in e-Governance using the medium of World Wide Web.

The ceremony was held on 25th March, 2015 at Stein Auditorium, India Habitat Centre, Lodhi Road, New Delhi - 110003.

Hon'ble Minister of Communications & IT Shri Ravi Shankar Prasad felicitated the winners.

Shri Ram Sewak Sharma, Secretary, Department of Electronics & IT also graced the event.

Three Awards - Platinum Icon, Gold Icon and Silver Icon have conferred in each of the following six categories:

Citizen Centric Service

The Award aims to acknowledge those ICT based services by a Government Department (Central/State) which have displayed exemplary citizen focus, reach, scope and innovation in approach. The service should have effectively contributed to enhancement in efficiency, productivity as well as in imparting transparency and accountability in the governance process. The service should use the web as a primary mode of delivery in addition to other conventional/nonconventional modes.

Outstanding Content

The Award shall felicitate outstanding content published on the web by a Government entity. The winning entries should reflect content packaged from the perspective of the citizens and adhering to the basic tenets of usability such as ease of navigation, design, accessibility, visual appeal, clarity (textual and design), download time and the overall quality of creative expression.

Innovative Use of Technology

The Award shall acknowledge innovative use of technology highlighting the acceptance and maturity level of implementation, scalability, sustainability and the impact of the use of technology.

Comprehensive Web Presence - Ministry/Department

The Award shall felicitate a Ministry or Department of the Government of India which has a comprehensive web presence in terms of quantity, quality, spectrum of coverage, innovation, citizen centricity and responsiveness in its web based information & service delivery initiatives. Aspects of usability & accessibility shall also be considered.

Note: Nomination is expected from each Web Information Manager; nevertheless, other Ministries/Departments may also be evaluated.

Comprehensive Web Presence - STATE / UT GOVERNMENT

The Award category aims to acknowledge the State/UT of India which has displayed exemplary initiative in establishing comprehensive web presence. The selection criteria shall include the overall quality and quantity of web based initiatives, the spectrum of sectors/departments having good web presence and the level of responsiveness towards web based queries by citizens. Aspects of usability & accessibility shall also be considered.

Note: Nomination is expected from each Web Information Manager; nevertheless, other States/UTs may also be evaluated.

Open Data Champion - Ministry/Department/Organization/State

To acknowledge proactive release of resources (datasets/apps) in an Open/Machine readable Format, on the Open Government Data (OGD) Platform (http://data.gov.in), by the ministries / departments / organizations / states in compliance with the National Data Sharing and Accessibility Policy (NDSAP). The selection criteria shall include overall consumption of resources by public at large with respect to their ratings, views, downloads etc. Potential usage of such datasets for development of Apps to deliver citizen services innovatively would be an added advantage.

Note: Nomination is expected from each Data Controller; nevertheless, other Ministries/Departments/Organizations/States may also be evaluated.

The ceremony was held on 10th December, 2012 at Dr. D.S Kothari Auditorium, DRDO Bhawan, Dalhousie Road, New Delhi.

Hon'ble Minister of Communications and Information Technology Shri Kapil Sibal felicitated the winners. Hon'ble Ministers of State for Communications and Information Technology Shri Milind Deora and Dr. (Smt) Kruparani Killi were present on the occasion.

The impact of the initiative (qualitative as well as quantitative) serves as a significant criterion for judging this award.

The awards in this category felicitate outstanding content published on the web by a Government entity. Content packaged from the perspective of the citizens is considered under this category. Also, adherence to the basic standards of usability such as ease of navigation, design, accessibility, visual appeal, clarity (textual and design), load time and the overall quality of creative expression is taken into consideration.

Innovative Use of Technology

The awards in this category acknowledge ICT Applications which display innovative use of technology in the functioning of Government and services provided to the citizens. The acceptance and maturity level of implementation, scalability, sustainability and the impact of the use of technology define excellence under this category.

Comprehensive Web Presence - Ministry / Department

The awards in this category felicitate a Ministry of the Government of India which has a comprehensive web presence in terms of quantity, quality, spectrum of coverage, innovation, citizen centricity and responsiveness in their web-based information and service delivery initiatives. Aspects of usability and accessibility are also taken into consideration.

Comprehensive Web Presence - State

The awards in this category acknowledge the State/UT of India which has displayed exemplary initiative in establishing comprehensive web presence. The selection criteria include the overall quality and quantity of web-based initiatives, the spectrum of sectors/departments having a good web presence and the level of responsiveness towards web-based queries by citizens. Aspects of usability and accessibility also served as major decisive elements.

e-Governance has received a tremendous boost in India and that gave us the inspiration to institute the Web Ratna Awards, an initiative to acknowledge the exemplary initiatives in e-Governance using the medium of World Wide Web.

These awards were conferred by Thiru A. Raja, the Hon'ble Union Minister of Communications & Information Technology, in the presence of Shri Sachin Pilot, the Hon'ble Minister of State for Communications & Information Technology at an exclusive award presentation ceremony held on 19th April 2010 at Hall No. 6, Vigyan Bhawan, New Delhi at 4:00 PM.
