Transport Mission Mode Project (eTransport
MMP), driven by the Ministry of Road Transport
and Highways (MoRTH) and executed by NIC, has
successfully automated RTO operations across
the country. Under the project, a host of citizen-
centric and trade-centric applications have
been implemented, contributing greatly towards
the country’s e-Governance initiative under the
Digital India Programme.
The project is an extensive array of G2G, G2B and G2C services, benefitting citizens, transporters, vehicle dealers,
manufacturers, police & security agencies, banks, insurance companies, along with various Government
Departments at the State and Central levels.
The project has a repository in the form of National Register hosting 30 crore+ vehicle records and ~34 crore+
license records. Successful foray has also been made in the area of traffic enforcement solution through
eChallan, Pollution Under Control (PUC) and NextGen mParivahan, which is a mobile extension of various
transport services.
Further, the project has helped transform existing transport services into Faceless/Contactless mode
leveraging advanced technologies like Aadhar Auth/eKYC, AI based facial recognition, eSign/ DSC and other
business process transformations. Most of the online services under Vahan and Sarathi platform have been
converted to faceless mode with state-specific customization and in conformity with the provisions of CMVR.
Currently, this facility is provided on 70 services and implemented in 21 states. This initiative has benefited all
stakeholders from Departments, RTOs to Citizens Integration of the Artificial Intelligence based face recognition
feature facilitated by NIC for authenticating the Learner License Test applicants.
For the benefit of citizens, NIC has developed a BH Series module in Vahan to allow Vehicle dealers to apply
online for BH series on behalf of vehicle owners. A vehicle bearing this registration mark shall not require
assignment of a new registration mark when the owner of the vehicle shifts from one State to another.
