Duare Sarkar (DS) (https://ds.wb.gov.in) is a 2-fold
ICT-driven mass outreach initiative of the State
Government - designed & developed by NIC - for (1)
Delivering crucial public services under select pro-
poor and citizen centric schemes covering education,
health insurance, social justice, social security
coverage, poverty reduction/ livelihoods including
financial inclusion and etc. Addressing locally identified
community level gaps of infrastructure/manpower/
supply & services through tailored interventions under
a subprogram, Paray Samadhan.
Through careful selection of schemes for inclusion under the DS umbrella, the achievement of 10 of 17 United
Nations-Sustainable Development Goals are proactively pursued including: No Poverty, Zero Hunger, Good
Health & Wellbeing, Quality Education, Gender Equality, Clean Water & Sanitation, Decent Work & Economic
Growth, Reduced Inequalities, Sustainable Cities & Communities and Life on Land.
Possibly the world’s largest government outreach programme, DS has been able to achieve unprecedented
success. Till the 30th of November 2022, in 5 editions, 8.99 Crore citizens registered themselves in 3,62,633
outreach camps. The number of applications received is 7.50 Crores of which more than 98% were disposed of
in time and services were delivered to almost 6.42 Crore cases. More than 38,000 schemes have been taken
up in Paray Samadhan benefitting more than 2 crore citizens. This e-Gov initiative has significantly reduced
service-delivery time and has greatly enhanced the government’s regulatory capabilities.
DS is built with configurable architecture and LGD. It has the flexibility to scale up horizontally or vertically (Avg.
2k transactions/min). In West Bengal, DS has been replicated for Cyclone Relief (Duare Tran) & Food security
(supply) (Duare Ration). We look forward to including more services and schemes for serving the citizens of our
state. The governments of Jharkhand & Goa have already adopted the DS model.
