The e-Abkari system has been proved to be successful in
implementing an end-to-end cost-effective Supply Chain
Management System (SCM) which is unique of its kind - not
only in the Alcoholic Beverages Industry, but also in SCM
industry - using innovative practices. The project has been
able to streamline entire operations of Excise Dept, Govt.
of Odisha covering all the Importers, Manufacturers and
Retailers (around 4200 in total) comprehensively. Features
of the e-Abkari system is a unique solution among all
available SCM/ERP in government sectors. Apart from
SCM the project is instrumental in licence management,
issue, renewal with online collection of duties etc. Registration of suppliers with brand/label management,
e-Lottery etc., are the major functionalities of the project.
State Excise is the 2nd highest revenue resource component in most of the States. eAbkari (https://stateexcise.
odisha.gov.in/) is built on Reduced discretion - Electronic workflow - Electronic service delivery methodology
in State Excise sector to achieve government’s mandate of (a) eradicating the manufacture, distribution,
supply and sale of illicitly distilled/counterfeit/non-duty paid/ spurious intoxicants (b) clandestine transport
of rectified spirit (c) supervision for proper use of alcoholic spirit and (d) regulate so as to minimize the
social and public health import while safeguarding the revenue collection from excisable articles. Through
successful implementation of eAbkari in the last 3 years, Odisha has earned the distinction of becoming the
lead state to implement all activities of excise under an umbrella e-Governance project. Revenue collection
is almost doubled w.r.t. previous year by rendering prompt G2B services and through arresting revenue
leakage points.
The project has greatly empowered the Government with enhanced Enforcement and Regulatory
capabilities and is instrumental for a robust ICT driven command and control system for empowerment of
the Government in line with Ease of Doing Business (EoDB).
